| I. Who is covered |
|
County
Elected Officials, Employees, Volunteers, while acting on behalf of the county, and acting within the scope of authority of their position.
Boards whose budgets are included within the county’s total appropriated budget and whose members are appointed by county official or employee. The “appropriated budget” includes the general fund and other covered offices and Board outside the general fund that may have revenue from separate taxes and levies (Engineer, MRDD, etc.). If a particular Board does not meet both criteria, it is then evaluated on a case by case basis. |
| II. General Liability |
|
Limit: $1,000,000 per loss. No annual aggregate.
Covers claims that allege that the county or covered individual is liable for bodily injury, personal injury, or property damage due to negligence of county or covered individual.
Examples:
- Slip and fall on county property
- Claimants allege county engineer negligent in maintaining road ways and bridges: missing or obstructed stop signs; defective guardrails; road/bridge repair, construction causing accidents; water drainage
- County negligent in placing foster children or adopted children, and negligence caused injury to either placed children or third party
- County negligent in conducting child abuse investigations
- Libel - slander
- Sewer backup

| III. Errors & Omissions - Public Officials Liability |
|
Limit: $1,000,000 per loss $1,000,000 annual aggregate
Covers allegations that someone suffered monetary damages as a result of a wrongful act being committed. A wrongful act could include errors and omissions and breach of duty.
Loss is due to an improper decision being made as opposed to bodily injury or property damage occurring as a result of an unsafe act of condition which would be covered by general liability.
Coverage for administrative proceedings before Equal Employment Opportunity
Commission and Ohio Civil Rights Commission for allegations covered by policy.
Examples:
- Violation of civil rights
- Discrimination
- Violation of civil rights in work place, including improper termination, promotion, failure to hire
- Sexual harassment
- Improper recording of deeds, titles, abstracts
- Improper zoning decisions

| IV. Law Enforcement Liability |
|
Limit: $1,000,000 per loss, no annual aggregate.
Claims alleging errors and omissions and negligent acts arising out of the performance of law enforcement activities, resulting in bodily injury, property damage, personal injury, or violation of civil rights.
Examples:
- False arrest, false imprisonment and detention, erroneous service of civil papers, inmates alleging errors and omissions or negligent acts resulting in violation of civil rights or injury.
- Claims resulting from approved moon lighting.

| V. Automobile Liability |
|
Limit: $1,000,000 per loss. No annual aggregate
Owned and leased vehicles are covered.
County covered for liability arising out of employee using personal vehicle on county business.
Under Ohio’s Financial Responsibility Laws, if an employee or official is involved in an accident while driving a personal vehicle on behalf of the county, the employee’s personal insurance carrier is responsible for the loss. |

Limit - $1,000,000 per loss.
- Employee Dishonesty / Faithful Performance Blanket Bond
Covers loss of money, securities, and other property resulting from fraudulent or dishonest act of employees or officials from failure of employee or official to perform faithfully his / her duties or to account properly for all money and property.
- Money and Securities (Inside and Outside)
Loss of money and securities by the actual destruction, disappearance or wrongful abstraction of money and securities including food stamps.
- Depositor’s Forgery
- Money Orders and counterfeit Paper Currency
